Applying for Classic vehicle registration

You will need several documents to register a vehicle in the Classic Vehicle Scheme.  The basic eligibility criteria for your vehicle to be CVS Registered is that the vehicle must be 30 years or more.  The vehicle can be standard or have been modified in some way. It will depend on the extent of the modifications as to whether the vehicle will require a Vehicle Safety Certificate of Compliance (VSCC) from a licenced and TfNSW approved engineering company or if a self-assessment is all that is required.  You should refer to TfNSW documents VSI.06 and VSI.09 at the very least to understand the requirements. The one document which is necessary for the club to be provided from the registered owner is the Club’s CVS Statutory Declaration, which places the legal responsibility on the registered owner for compliance to TfNSW CVS regulations. 

Recent news from Transport for NSW is that there are nownew number plates available for your Classic Registered vehicle.  From 1 July 2024, a new number plate will be available for vehicles in the Classic Vehicle Scheme (CVS). The new number plate replaces the Conditional number plate traditionally issued to vehicles in the scheme. It will be automatically issued to new CVS registrations and available to be purchased for a one-off fee for existing vehicles in the scheme at the time of registration renewal. The new number plate size and design better fits classic vehicles, without needing alterations to the plate or the mounting. It also includes the word ‘Classic’ to enhance the authenticity of classic vehicles and to help differentiate classic vehicles from other vehicles.

That is the good news.  The bad new is that If you want to replace your existing plate to the new plate at the time of renewal, you will need to return your existing plates, complete the Number Plates and/or Cancellation of Registration form and pay the $55 fee for the new plate on top of your renewal fee. Alternatively, you can keep your existing conditional registration plates.

The TfNSW Authorised Service Inspection station who can provide Blue Slips, can assist you here.  You should indicate to the Inspection station that you are seeking to register the vehicle under the Classic Vehicle Scheme. 

Modifications to the vehicle such as

  •  an engine swap to a different engine series to that fitted as standard,
  •  upgrade to a nonstandard ECU (refer Note 1 below)
  •  change wheel hubs from 4-stud to 5-stud.
  •  Replace original seats to (say) fixed back race seats.
  •  Upgrade of brakes to a big brake kit
  •  replacement of the induction to independent throttle bodies
  • Turbo or super charging
will almost certainly require a VSCC. 

Note 1: Change to the ECU will also require an Emissions Test. These are all factors to be considered before you set about the modifications, so best understand the implications and obligations BEFORE you spend the hard earned.

The Registration process:

With CVS registrations, BMW Drivers Club NSW also engages with the Council of Motor Clubs (CMC) who are our overseeing Transport for NSW body to authorise and endorse the Classic Registrations.  The BMW Drivers Club NSW assist CMC by cconfirming the financial membership status of the registered owner to the primary Club (BMW Drivers Club NSW) and vetting the Member’s and vehicle’s eligibility to the CVS.

It is recommended that you email the above documents to historic@bmwclubnsw.asn.au prior to posting, as a check which may save you redoing some of the paperwork.

WHAT TO DO:

  1. Download and complete the BMW Club CVS Check List  Classic NEW Rego Check Lists 230830-3.xls (check off the detailed steps as you proceed):  
  2. Check your financial membership status.  You MUST be financial for the entire period of registration of the vehicle.  You can do this online and renew as necessary.
  3. Download the BMW Club Statutory Declaration BMWDCNSW CVS Stat Dec Final R1 2023.pdf, complete it and have it formally witnessed (by Justice of the Peace, Doctor, Pharmacist, Teacher, Police officer etc).
  4. Download and complete the Application for Conditional registration (RMS-form-45070939)  https://www.nsw.gov.au/sites/default/files/2021-02/rms-form-45070939-conditional-reg.pdf
  5. Download the TfNSW Classic Vehicle Declaration and complete the form ELECTRONICALLY. 45072029-classic-vehicle-declaration.pdf Once the CVD is completed either SAVE the file as a PDF file OR “Print to PDF” (it will be a Print Option on your PC), you should be prompted to save the PDF file. This Electronically completed form is considered by Service NSW as an original which the Club’s Registrar can print off (as an ORIGINAL) for signature and stamping. 
  6. Download the Council of Motor Clubs Inc (CMC) Check List for Classic Vehicle Scheme CMC Check List for CVS 02112022.pdf and complete this document. 
  7. Obtain your vehicle’s Pink Slip from an authorised Inspection station (handwritten version only) – Scan the document to ensure the Inspection Report Number and the date is visible; into the PDF format. OR
  8. Obtain a Blue Slip from a TfNSW Authorised Inspection statioif the vehicle is from interstate.
  9. Have a PDF version of the previous owner’s Vehicle Registration Certificate
  10. Proof of Purchase of vehicle. (i.e., a Receipt) in PDF format
  11. Have a PDF version of the VSCC (if applicable) or TfNSW Technical Report
  12. Recent Photographs (date stamped) of the vehicle as per the Check List.


WHAT TO EMAIL to the Club's Registrar using email address:  historic@bmwclubnsw.asn.au

Email the following: 

  1. Completed BMW Club Check List for CVS in Excel format.
  2. BMW Club Statutory Declaration (this is an annual requirement) in PDF format.
  3. Completed Application for Conditional Registration form in PDF format.  Check the document prior to attaching to ensure the data entered is retained in the document
  4. Completed Classic Vehicle Declaration in PDF format.  Check the document prior to attaching to ensure the data entered is retained in the document
  5. Proof of Purchase in PDF format (receipt)
  6. Completed Council of Motor Clubs Check List (in Excel format)
  7. Scanned copy of the Pink or Blue Slip in PDF format
  8. Scanned copy of the current Vehicle Registration Certificate in PDF format
  9. Recent date stamped Photos of vehicle – in JPEG format as attachments.
  10. Remittance advice for payment of either membership renewal and/or payment for postage
  11. Copy of the VSCC in PDF format (if applicable) as attachment.

Once the documentation has been reviewed by the Registrar, and confirmed eligibility of the vehicle under the Classic Vehicle Scheme the Registrar will advise a relevant postal address to which you will need to:


SEND hard copies via Express Mail of the following:

  1. BMW Club Statutory Declaration (this is an annual requirement) hard copy.
  2. Completed Application for Conditional Registration
  3. Completed Classic Vehicle Declaration in PDF format.
  4. Proof of Purchase (a copy only)
  5. Completed Council of Motor Clubs Check List 
  6. A Copy only of the Pink or Blue Slip (do NOT send the original)
  7. A copy only of the current Vehicle Registration Certificate (do NOT send the original)
  8. Recent date stamped Photos of vehicle – Consolidate printed versions to a couple of pages
  9. Copy of the VSCC or TfNSW Technical Report (if applicable) (do NOT send the original)
  10. A Medium sized Express Post envelope addressed to CMC (see below) and with YOUR address as the Sender (this is t be used for the Registrar to send your documents etc to CMC)

To complete the process now make the payment to CMC of their administration fee of $25.00

Payment:  $25.00 .  Make sure you identify yourself in the funds transfer with Family Name the from BMW Club NSW

  • 2.      For emailing, send documents in PDF format as attachments
  • 3.      For emailing send Photos in JPEG format as attachments. If the files total more than say 20MB, please send using a couple of emails.
  • 4.      Once the relevant documentation and photographs are reviewed the Registrar shall advise if the vehicle is eligible for Classic Vehicle Scheme Registration
  • 5.      You will be required to send via Express Mail (for reliability and timeliness of the postal service) the documentation as listed. The Classic Vehicle Declaration shall be Club stamped, and CMC check List signed by the Registrar and along with the associated documents Express posted to CMC Inc. for them to endorse and record your application.  CMC Inc's address is:  PO Box  174 BEXLEY  NSW 2207
  • 6.      If you follow the instructions provided, the work for the Registrar can take as little as 40 minutes and you can have your signed document sent directly to CMC Inc.
